You will serve as a PERSONNEL SECURITY SPECIALIST in the EXECUTIVE SUPPORT STAFF, SECURITY OFFICE, PERSONNEL SECURITY BRANCH of PEARL HARBOR NSY AND IMF.

Duties

You will be responsible for planning, developing, implementing and managing the Personnel Security Program (PSP), Command’s Continuous Evaluation Program (CEP) and command-wide Security Clearance Management Program. You will implement higher headquarters (HHQ) policy requirements throughout the PHNS and IMF command, requests resources, integrates personnel security systems, programs and policies to identify and mitigate PHNS and IMF vulnerabilities. You will serve as the senior technical advisor on Personnel Security rules, regulations, and procedures for PHNS and IMF Department Security Coordinators, Supervisors and Managers as well as tenant commands, ships force and contractor personnel. You will directly administer functions associated with processing PHNS and IMF employees for security clearances, initiation of appropriate investigations, recommendations for approval of denial of emergency access and verification of clearances. You will review and evaluate the letters Proposing Suspension of Access to Classified Information and to the Controlled Industrial Area prior to being signed by the Security Director. You will conduct in-depth personnel security interviews to obtain details related to information associated with security clearance eligibility criteria. You will serve as liaison between the Chief Medical Officer, JBPHH Medical Clinics, and security and personnel staff members in processing applicants whose judgment/reliability factors are questionable due to mental health or emotional disorders. You will review, coordinate and provide professional input to the instructions relating to the PHNSY and IMF Personnel Security Plan (PSP) for conformance with the Shipyard mission and compliance with policy regulations. You will operate with independence to author, review and coordinate revisions to documents and instructions relating to Personnel Security for conformance with higher directives, thus supporting the PHNS and IMF mission. You will work directly with the Security Division’s management analyst to develop an accurate self-assessment of the Shipyard’s personnel security program. You will supervise Security Specialists, Administrative Assistants and Staff and assign work, establishes work plan priorities, set deadlines and plans coordinated work schedule.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • May be required to successfully complete all necessary nuclear and non-nuclear training and pass any physical requirements required in the performance of the position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector evaluating and implementing policies and procedures for the personnel security program within organization to provide advice or recommendation in relation to security clearances. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation. Pay retention may be granted when certain conditions are met.
