You will serve as a Lead Industrial Security Officer (Code 1123) in the Security Division (Code 1120), Industrial Security Branch (Code 1123) of PEARL HARBOR NSY AND IMF.

Duties

You will develop policies to ensure the command complies with higher-level policies to support the Navy’s mission. You will verify facility clearance and safeguards capability prior to release of classified information. You will serve as a subject matter expert and facilitator or negotiator in coordinating team initiatives. You will maintain current knowledge to answer questions from team members on industrial security procedures, policies, directives. You will process organizational and personnel clearance actions. You will serve as the liaison to contractors for notification of access approvals and denials. You will Identify and develop training needs of subordinates and arrange for their needed development and training. You will assess the teams strengths and weaknesses and provide leadership to the team in exploring alternatives and determining what improvements can be made (e.g., in work methods, processes and procedures). You will serve as a Qualified Security Contracting Officer. You will validate security classification guidance, reviews and signs the DD254 for classified contracts. You will conduct industrial security program self-inspections and reviews of security processes.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing and developing Industrial security program plans by verifying facility clearances and providing recommendations on process changes to improve productivity, effectiveness and efficiency.
