You will serve as a HUMAN RESOURCES SPECIALIST (CLASS/RECRUITMENT & PLACEMENT) in the BUSINESS MANAGEMENT OFFICE of NAVFAC SOUTHWEST. The salary range for GS-09 is $68,297-$88,786 The salary range for GS-07 is $55,836-$72,588

Duties

You will perform job analyses and determine most efficient method to fill vacancies and meet human resources needs for organizations serviced. You will prepare and review position and/or job descriptions, coordinate desk audit requests with NAVFAC Center of Expertise (COE) and assist/conduct audits. You will provide advisory classification services and position management support in resolving problems. You will provide advisory services on recruitment and placement issues. You will explain the recruitment process to managers and employees. You will provide advice and assist management and personnel in matters regarding administration of pay laws, rules and regulations.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to complete ethics orientation within three months of appointment.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift when conducting site visits.

Qualifications

To qualify for the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing assistance in meeting an organizations federal civilian staffing, classification, position management, and compensation needs that are routine/non-complex in nature; 2) Reviewing position descriptions utilizing federal classification standards; 3) Understanding of position management principles and techniques; 3) Utilizing various HR system/tools to gather/research information needed to address routine/non-complex staffing issues.**NOTE** This information must be clearly supported in your resume. To qualify for the GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing HR administrative support to an organization with federal civilian human resources advisory services for staffing, classification, position management, and compensation. 2) Providing internal and external HR support services supporting a federal workforce; 3) Utilizing various HR system/tools. **NOTE** This information must be clearly supported in your resume. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09:
Have successfully completed a master's or equivalent graduate degree.

OR

Have successfully completed two full years of progressively higher level graduate education leading to a master's degree.

OR

OR

Have a combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal one hundred percent.
