Provides financial management services to all personnel, programs, support missions, associates, tenants, and external customers for the installation. Services include financial services/operations, financial management advisory service, financial decision support, budget operations, and cost analysis.

Performs budget formulation work involving preparation of detailed analyses and cost analyses of multi-year funding needs for one or more future budget years.
Performs budget execution work involving monitoring obligations incurred and resulting expenditures of funds and the administration and review of requests for funds for distribution to program managers.
Provides financial advice on budget-related matters such as types of funding available, effects of budgetary changes on related activities, status and use of funds, etc
Uses data from financial systems to conducts financial / cost analysis of execution funds. Promptly advises senior leadership of significant problems identified
Uses automated tools to manage databases and produce spreadsheets, charts and graphic, presentations. Prepares and presents written reports and/or oral briefings.

- Eligible for situational telework only, including Emergency and Office of Personnel Management (OPM) prescribed "Unscheduled Telework"

- Obtain and maintain Security clearance

- This is a Financial Management Level 3 Certified position IAW National Defense Authorization Act (NDAA) 2012, Public law 112-81. Incumbent shall comply with the requirements of this certification program.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03 or equivalent to the next lower grade GS-13 in the Federal Service. Specialized experience includes financial services/operations, financial management advisory service, financial decision support, budget operations, cost analysis, quality assurance, non-appropriated fund oversight, commander support staff oversight and resource management systems.
Knowledge, Skills, and Abilities (KSAs):
1. Knowledge of structure, programs and work methods of organization(s) for budgeting work.
2. Knowledge of the commonly used agency budget procedures, regulations, precedents, policies, and guides.
3. Comprehensive knowledge of OMB, congressional, and agency financial management and program objectives, budget precedents and controls, guidelines and regulations.
4. Skill in written and oral communication.
5. Skill in using computerized budget system(s).
6. Ability to select and apply a variety of analytical methods and techniques to budgetary processes.
