In this position you will serve as a principle/lead budget analyst under the direction of a Financial, Funds, or Business Manager in various organizational budget offices, Test Program Business Offices, or Financial Management offices.

Conducts budget related training for functional organization and /or program managers in assigned organizations.
Interprets and responds to budget calls and other requests for financial planning information.
Determines adequacy of justification and adherence to regulations, guidance, and instructions for financial requirements and estimates submitted by subordinate organizations and customers.
Conducts recurring reviews and studies of financial plans and measures actual progress of obligated funds against established objectives.
Prepares and presents recurring briefing information on organizational funding programs for presentations both internal and external to the
organization.

- Must obtain DAWIA Financial Management Practitioner Certification
- Must obtain Financial Management Level 2 Certification. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.
- Safeguards classified or sensitive budget-related information and/or files.
- May be required to travel in military or commercial aircraft to attend conferences and meetings
- This position requires APDP (Level II)
- Up to 40% telework possible (must reside in the local area)
- This position MAY be eligible for a recruitment/relocation incentive. Specifics will be discussed with the Selecting Official.
- This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP). The employee must meet or be capable of meeting Defense Acquisition Workforce Improvement Act
- The employee must meet or be capable of meeting Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements applicable to the career category designated on the position description within 24 months of assignment.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the at the next lower grade NH-02, or equivalent in other pay systems in the Federal Service. Specialized experiences is overseeing organization's budget authority, obligations, expenditures and reimbursable orders; Ensuring contractors does not and will not exceed obligated funding; Devises and recommends the adoption of procedures to implement budgetary processes, policies, and regulations issued by MAJCOM or AF headquarters.
3 years of experience in financial management desired

EDUCATION: Applicants must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. NOTE: Applicants must submit a copy of OFFICIAL transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Applicants must possess equivalent combinations of successfully completed post master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: Applicants must submit a copy of OFFICIAL transcripts.
Knowledge, Skills, and Abilities
Knowledge of budgetary methods, practices, procedures, regulations, policies, and processes.
Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to Air Force and installation programs/organizations.

Knowledge of sources of factual information about and related to processes of budgeting, such as that found in accounting reports, payroll records, work reports, or inventory and supply data.
Knowledge of automated data processing concepts and systems capabilities to accomplish budget/funds execution tasks.
Skill in formulating, justifying, and/or executing multi-year budgets for assigned organizations/programs.
Skill in the application of analytical methods and techniques (e.g., cost- benefit analysis, ZBB, amortization, depreciation, and prorating revenues and costs among customers), mathematical and statistical analyses, unit cost techniques, earned value, and various cost estimating techniques to analyze and evaluate the effects of changes in program plans and funding, unit cost and conduct economic and cost studies/analyses.
Ability to communicate effectively and strategically, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions.
