In this position you will serve as the squadron's Resource Advisor, performing a variety of budgetary functions involving the formulation, execution, and analysis of budgets for substantive programs and logistics activities.

2 years of experience using automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments is desired.
2 years of experience providing advice, assistance, and guidance on budgeting and related information is desired.
Determines adequacy of justification and adherence to regulations, guidance, and instructions for financial requirements and estimates submitted by subordinate organizations and customers.
Interprets and responds to budget calls and other requests for financial planning information.
Conducts recurring reviews and studies of financial plans and measures actual progress of obligated funds against established objectives.
Performs budget formulation work involving prep of detailed analysis of annual and/or multi-yr budget estimates for assigned squadrons and programs into a consolidated budget request.
Performs budget exec/admin work involving monitoring of obligations incurred & actual expenditures of a budget w/different sources/types of funding such as direct & reimbursable annual, multi-yr, & no-yr appropriations apportionment; allotments; transfer of funds from other agencies; revenue from industrially funded ops & refunds.
Provides advice/insight/assistance/guidance on budgeting & related information.
Conducts analyses/reviews/studies of budget related info.
Uses automated budgetary, accounting & finance & standard operating software/systems & computer generated products in accomplishing budgeting assignments.

- Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.”
Employee is required to attend annual ethics and procurement integrity training.
- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
- Incumbent shall comply with the requirements of this certification program.
- Subject to Temporary Duty Assignment (TDY): Approximately 15 calendar days per year.
- Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework"
- Requires Secret Level security clearance

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03 or equivalent to the next lower grade GS-13 in the Federal Service. Specialized experiences includes commonly used budgetary methods, practices, processes, procedures, regulations, precedents, policies and other guidelines, cost-benefit analysis, activity based costing [ABC], zero based budgeting [ZBB], amortization, depreciation, and pro-rating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding.
Knowledge, Skills, and Abilities
1. Knowledge of commonly used budgetary methods, practices, processes, procedures, regulations, precedents, policies and other guidelines.
2. Knowledge of mission functions, functions, goals, objectives, work processes and sources of funding pertinent to Air Force and installation programs/organizations/missions.
3. Knowledge of sources of factual information about and related to processes of budgeting, such as that found in accounting reports, payroll records, work reports, or inventory and supply data.
4. Knowledge of automated data processing concepts and systems capabilities to accomplish budget/funds execution tasks.
5. Skill in the application of methods and techniques (e.g., cost-benefit analysis, activity based costing [ABC], zero based budgeting [ZBB], amortization, depreciation, and pro-rating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding.
6. Skill in formulating, justifying, and/or executing multi-year budgets for assigned organizations/programs.
7. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.
8. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions.
