In this position you will provide budget service, contract management/acquisition and human resource issues. Act on behalf of the director for organizational resource issues. Develop and manage contracts, act as the organizational contract administrator. Provide oversight and direction over budget functions.

Perform budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request. Perform budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct and reimbursable annual, multi-year, and no year appropriations; apportionment; allotments; refunds, etc. Performs assigned budget execution tasks to meet the needs of organization(s) served. Provide advice, assistance, and guidance on budgeting and related information. Devises and recommends the adoption of procedures to implement budgetary processes, policies, instructions/regulations, and fiscal law issued by MAJCOM or AF and GAO. Conduct analyses, reviews, and special studies of budget and/or related information. Lead and/or perform specialized, individual economic analyses and impact studies in support of a variety of budget programs. Use automated budgetary, accounting and finance and standard operating software/systems and computer-generated products in accomplishing budgeting assignments. Conduct budgetary training for functional contacts and/or resource/program managers in assigned organizations.

  • This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP).
  • This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.
  • Subject to Temporary Duty Assignment (TDY) approximately 30 days per year.
  • This position requires at least a SECRET level security clearance and may require the ability to obtain and retain a TOP SECRET security clearance with special access

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here GENERALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade NH-01 (GS-04), or equivalent in other pay systems. Examples of general experience is experience that demonstrates ability to assemble and/or develop background data, information, and documentation to support required program budgets for reference and evidence in agency budget hearings and/or before OMB and/or Congressional committees. Research, compile, and summarize data involving obligations, expenses, and object class/line item information, narrative information, and quantitative budgetary data for use in preparing budget estimates. OR EDUCATION: Applicants must have successfully completed a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level, or equivalent, requirements for many positions covered by this standard. Education at the graduate level in an accredited college or university in the amounts shown in the table meets the requirements for positions at GS-7 through GS-11 equivalent. NOTE: Applicants must submit a copy of OFFICIAL transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of commonly used budgetary methods, practices, processes, procedures, regulations, precedents, policies and other guidelines. Knowledge of mission functions; goals; objectives, work processes and sources of funding pertinent to installation, programs/organizations. Knowledge of sources of factual information about and related to processes of budgeting, such as that found in accounting reports, payroll records, work reports, or inventory and supply data. Knowledge of automated data processing concepts and systems capabilities to accomplish budget/funds execution tasks. Skill in the application of methods and techniques (e.g., cost-benefit analysis, activity-based costing [ABC], zero based budgeting [ZBB], amortization, depreciation, and pro-rating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding. Skill in formulating, justifying, and/or executing assigned budgets/programs. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions. Desired Skills: 2 years of experience working with Test & Evaluation funded programs. 2 years of experience working with the Defense Travel System (DTS), to include reviewing orders, expenses, and voucher submissions. 2 year of test program experience from a financial and budgetary standpoint
