Serves as the Directorate's key staff specialists in the Headquarters (HQ), Defense Commissary Agency (DeCA), Human
Resources (HR) Directorate. The primary purpose of this position serves as the Directorate's key staff specialists, responsible for analyzing and making recommendations with respect to all initiatives and issues related to strategic human capital planning.
Duties
Applying a comprehensive knowledge of and experience in all HR functional areas (i.e., staffing, classification, HR development, HR information systems, and employee and labor relations) to conduct planning and management of HR initiatives across the board.
Making recommendations with respect to all initiatives and issues related strategic human capital planning.
Overseeing major aspects of strategic human capital planning for the Directorate and for providing a plan for DeCA while working with the Department of Defense (DoD), the Office of Personnel Management (OPM), and other Federal agencies
to gain information on best practices to ensure that DeCA is in alignment with the rest of DoD and the Federal government.
Providing expert-level management HR advisory services to DeCA program managers on significant critical issues such as establishing criteria, formulating projects, assessing program effectiveness, or researching or analyzing a variety of unusual conditions, problems, or questions.
Plan and coordinate a wide range of activities involved in researching, receiving, and providing information necessary to strategic human capital planning, the coordination of work requirements, and advising on work efforts.
Plans, conducts, and completes studies and projects in multiple HR program areas, providing authoritative staff-level advice and services throughout DeCA as a senior HR specialist.

Qualifications

Experience: One (1) year of specialized experience equivalent to the GS-12 level by the closing date of this announcement. Education may not be substituted for specialized experience.
Examples of Specialized experience:
Collaborate with leadership to develop project plans, set milestones, and initiatives based on Human Capital Plan to align initiatives and strategic priorities across the Agency. Conduct research and prepares analysis to identify trends and key metrics of Human Capital initiatives.
Manage and coordinate Memorandums of Agreement (MOAs) and Service Agreements (SLAs) for personnel servicing with the Army Civilian Human Resources Agency (CHRA) and Defense Logistics Agency (DLA) for the HR Director.
Manages employee surveys, analyzes survey date to develop action plans based on results to enhance employee engagement. Prepared and briefed Agency leadership of survey results of employee surveys.
Knowledge of Human Capital Management principles to serve as technical authority to advise and provide insight to support decision making and drive continuous improvement with Agency personnel.
In depth knowledge of financial management in managing budget for HR to forecast and track expenses and identify cost savings.
You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Additional Requirements that must be met by the closing date:
Physical requirements: Work is primarily sedentary, requiring no special physical demands or effort. The work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite.
