Serves as the Chief of the Human Capital Management Division and directs a staff of Human Resources (HR) specialist and interns, in a Defense Commissary Agency (DeCA) location. The primary purpose of this position is to manage and direct the human capital work-life and strategic planning program functions.
Duties
Works closely with the other HR Division Chiefs, the Director of Human Resources and other senior managers on a variety of complex HR issues such as financial and HR management, program planning and evaluation, and human capital work-life policies.
Serves as the Agency authority on program policies and procedures within the control of the Division and related program management, development, and evaluation throughout the agency.
Coordinates and integrates numerous key complex program segments of the overall personnel-servicing program for the Agency.
Conducts policy reviews to evaluate effectiveness of current policies and practices and/or develops proposals to change policy within one or more specialized HR fields.

Qualifications
You must meet the Office of Personnel Management (OPM) qualifications for series 0201 and additional requirements by the announcement closing date. Experience: One (1) year of specialized experience equivalent to at least the GS-13 grade level or equivalent to at least GS-13 under other Federal service pay systems, private sector, or military.
Examples of qualifying experience include:
Manages a staff of HR specialist who perform the full range of the Human Capital Policy development, advisory and technical services for the Agency.
Participates in meetings, conferences or presentations involving problems or issues of considerable importance to the Human Capitol and work-life program.
Overseas policy reviews to evaluate effectiveness for the agency
Advises management on complex and sensitive Human Capital Management Division issues
You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. For GS-14: You must have 52 weeks of Federal service at or equivalent to GS-13.
Time after competitive appointment.
