Serves as the Human Resources Liaison in a Defense Commissary Agency (DeCA), Deputy/Chief Operating Officer, Human Resources (HR) Directorate, Program Management Division. The primary purpose of this position is to providing technical support, information, analysis and advice to management on a variety of human resources management subject matters.
Duties
Serves as the HR Liaison, gathering information to refer issues/problems to the appropriate HR staff member for assistance/resolution.
Involved in monitoring, reviewing and processing of personnel actions, management of obligated positions, and overseas returnees in coordination with personnel service providers as required.
Provides advice to management for resolution of specific civilian personnel management issues for the assigned area of responsibility.
Serves as a technical expert for advising on policy and procedures related to agency civilian personnel programs.
Provide senior human resources advice for civilian personnel policies, programs and procedures and manage an effective communication relationship between the HR Directorate and DeCA management.
Participates as an advisor in meetings pertaining to civilian personnel programs and issues.

Qualifications

Experience: One (1) year of specialized experience equivalent to the GS-12 level by the closing date of this announcement. Education may not be substituted for specialized experience.
Examples of Specialized experience:
Provides advice to management for resolution of specific civilian personnel management issues for the assigned area of responsibility.
Advises managers of potential adverse effects of management practices and recommends corrective action.
Monitoring, reviewing and processing of personnel actions, management of obligated positions, and overseas returnees in coordination with personnel service providers as required.
You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Additional Requirements that must be met by the closing date:
