About the Position: This position is located at Defense Health Network Pacific Rim, Naval Medical Center, San Diego, CA, Directorate of Resource Mangement, Budget Department.

Duties

Exercises responsibility for planning and accomplishing work assignments to include the development and presentation of multi appropriation annual budgets for assigned programs/activities which necessitates negotiations. Performs a wide variety of administrative and analytical duties related to program/budget planning with the formulation, justification, presentation, execution, and review for assigned appropriations Defense Health Program (DHP). Develops long-range budget concepts and procedures, funding policies and procedures and appropriate cost factors to be used in various financial considerations. Plans work to be accomplished by subordinates, sets and adjust short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Develops and issues written instructions and standard operating procedures and ensures compliance with Department of Defense (DOD), DHA, Department of Navy (DON) policies and guidance. Interprets budget policy, coordinates and plans budget services, management of resources and forecasting budgetary trends and activities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position is subject to screening and update of required immunizations unless exempted for medical or administrative reasons.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
  • This position requires a Financial Management Level 3 Certification.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes: (1) managing administrative work of a fiscal, financial management, accounting, or budgetary unit; and (2) advising staff on financial posture of the organization (i.e. budget, accounting, and other related Financial Management work); and (3) utilizing financial automation systems such as General Fund Enterprise Business System (GFEBS) to maintain audibility; and (4) analyzing and compiling financial/budgetary information for preparation of reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Financial Concepts, Policies, and PrinciplesFinancial Management AnalysisFinancial ReportingManages Human Resources Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
