Duties
Perform or advise on work in any phase of budget administration.
Analyze, interpret, and present data, and recommending costs and benefits of alternative methods of financial management of organization's programs and administrative operations.
Implement legal and regulatory controls over approved budgets; and providing advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
Process various types of funding documents (i.e., NC2276, NC2275, D01348, 00448) and reviews financial documentation (to include Contracts, invoices, FADs) to ensure transactions are properly recorded and documented.
Perform substantive/audit testing on Assessable Units (AUs) such as Civilian Pay (CIVPAY), Funds Receipt and Distribution, Temporary Duty (TOY), Equipment assets and Contract Vendor Pay.
Provide risk mitigating strategies to Command Directors and Managers to minimize the potential impact to the command.
Prepare audit reports/working papers, detailing result of audit, findings and recommendations and submitted reports to Command
Preform site-visits/spot checks to ensure programs are in compliance with DoD Financial Management Regulation, DoD Financial Improvement and Audit Readiness (FIAR) Guidance and Standard Operating Procedures (SOPs).
Lead change management activities and collaborate with multi-disciplinary teams to influence organizational change.
Develop training aids and SOPs. Interpret and implement financial statutes and regulations (i.e., DoD FMR 7000.14-R, Joint Federal Travel Regulation (JFTR)) and guidance and SOPs.
Utilize operational financial systems.
Requirements

- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position.

Specialized Experience: One year of specialized experience equivalent to at least the GS-11 grade in the Federal service which includes performing audit analysis/evaluation of the planning, programming, budgeting and execution of financial programs; interpreting financial/budgeting policies and regulations; utilizing automated financial management systems to analyze and reconcile financial data and obligations.
