Duties
Serves as the Budget Officer for Naval Medical Center San Diego (NMCSD)
Assist employees and oversees financial and resource programs engaged in budgetary programming/development, formulation and execution for all clinical healthcare operations in the organization.
Organize the daily operation of the Program and Budget Department to ensure proper, complete, and timely reporting of financial management data.
Assign specific, ongoing responsibilities as well as special studies to include outlining specific objectives, deadlines, and anticipated difficulties.
Provide technical guidance with complex and unusual situations.
Provide authoritative advice in the development and implementation of local plans and objectives in order to assure all local plans are in keeping with the Defense Health Agency (DHA) objectives.
Responsible for budget execution management.
Determine the propriety and cost-effectiveness of funding requests.
Write impact statements for justification and prioritization of unfunded requirements to higher authority.
As the subject-matter-expert and overall responsibility for the financial operations, performs budgetary planning and analysis functions.
Develop cost factors, ratios, tests, and other means of evaluating the status of funds for assigned areas of responsibility.
Manage the daily operations of the General Fund Enterprise Business Systems (GFEBS) and other financial system
Serve as principal technical advisor to NMCSD Comptroller/ORM and NMCSD Deputy Comptroller and all NMCSD Directors and Department Heads.
Review work and accepts or rejects or products.
Keep employees and the organization, involved in the planning and programming process informed on management goals and objectives as well as of changes in regulations, policies, and procedures governing the work.
Prepare formal requests for personnel action to fill vacancies, detail, reassign, or promote employees.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret Security clearance (Tier 3) or access for the duration of employment.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
- This position has a Temporary Duty (TDY) or business travel requirement of 5 % of the time.
- This is a Financial Management Level 3 Certified position. The Incumbent must obtain Level 3 Financial Management Certification within 2 Years of entrance on duty.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes advising senior leaders and other staff on the financial posture of the organization (i,e, budget, accounting, and other related Financial Management work and their interrelationships; interpreting and implementing financial/budgetary policy; analyzing, and compiling financial/budgetary information to prepare reports and provide recommendations to leadership; evaluating financial management systems; utilizing financial management systems (such as General Fund Enterprise Business System (GFEBS). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
