You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Resources and Requirements, BUMED - M831, Budget Formulation & Execution of BUREAU OF MEDICINE AND SURGERY.
Duties
You will serve as the senior liaison for budget, accounting, of financial management policy and procedures within the organization.
You will direct and/or perform continuing program execution review, analysis and appraisal of the major operating and support programs within the organization.
You will prepare briefs for senior managers on program execution and provides recommendations to correct program variances or problem areas.
You will provide interpretive and analytical advice on financial transactions and program executions.
You will coordinate the development and reporting of cost/performance information in support of mission tasks for the organization.

- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position is a local remote approved position. Selectee must be located within the commute area of the command upon entry to duty.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience, leading Internal and external Stakeholders in the development and management of the programming phase of the budgetary process;
Experience, developing senior executive/members such as Flag and Secretariat level briefings and Data to successfully defend existing and future resources for BUMED (NAVY & DHA),
Experience, synchronizing w/Execution Branch to ensure current execution is aligned correctly and that Future program increases and decreases are aligned;
Experience, develop complex Issue Papers i.e., interpretive and analytical listings, reports, and data relative to support BUMED programs and requirements;
Experience, formulating complex budgets for BUMEDs area of responsibility - to include Budget Estimate Submission (BES), Presidents Budget (PB) and Department of the Navy Budget and Defense Health Agency Budgets for the out years.
