This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Performs program analysis for the Directorate by analyzing current and projected operating programs. Analyzes and evaluates data and prepares projections of future budgetary requirements, considering variables such as changes in assumptions, policies, and objectives. Prepares narrative, explanation schedules for cost areas, and prepares necessary justifications reflecting increases or decreases in funds required for respective costs areas. Advises Director and operating elements on budget considerations involved in the development, execution, analysis and review of their activities. Participates in the entire process of funds control, including planning, forecasting requirements, and management control over expenditure of funds.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

• (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
• Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Assisting with cost analysis to support decisions which impact the overall cost management program; 2) Assisting with developing cost funding forecasts and/or estimates needed to support substantive programs; and 3) Utilizing analytical tools and/or research techniques to provide managerial advice and/or assistance on results from financial analysis. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration/Business Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
