About the Position: Incumbent will be responsible for a wide range of projects, conducts executive level briefings to both civilian, military senior leaders and executive level leaders.
TERM Appointment: To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent.
Duties
Conducts research, studies and analysis, such as economic analysis of projected changes to training, equipment availability, cost effectiveness, and organizational effectiveness.
Evaluates goals and objectives suitable with the Command vision.
Develops long range resource plans for USCC that include facility modernization and manpower structure.
Integrates information with other USMA and DA offices to gain a broad understanding of the strategic environment.
Serves as resource management senior analyst to the USCC.
Serves as authority and advisor to the Deputy Commandant and is the Commandant?s expert analyst on contracting initiatives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position may require the incumbent to work some evenings, weekends, and/or holidays.
- Required to submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
- Must obtain and maintain a Secret Clearance.
- Financial Management Level 3 Certified position. Failure to obtain this certification within the required time (Two Years) may subject the incumbent to adverse action.

Specialized Experience: One year of specialized experience which includes: 1) Performing long and short-range planning to determine fiscal, manpower, organizational and/or equipment resource requirements; 2) Establishing guidance and/or procedures for the acquisition process including reimbursable funding, contracting practices or resource management; AND 3) Participation in organizational structure and programs to include, planning, programming, budgeting and manpower. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
