About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America. West Point is a self-contained city with housing. Employees have access to the recreational facilities
Duties
Serve as a Program Analyst (Workforce Development), provide technical guidance and assistance to all levels of management of the U.S. Army West Point Garrison
Serve as technical advisor to all levels of management on organization/employee development.
Develop and sustain working relationships with appropriate officials including the servicing Civilian Human Resource Agency (CHRA).
Serve as advisor to the Deputy Commander on Defense Performance Management and Appraisal Program (DPMAP).
Provide strategic business planning processes, employee development systems, and training methods/tools/techniques.
Review and evaluate the efficiency and effectiveness of programs, implement new/changed policies, and identify problems and deficiencies.
Conduct studies to identify workforce dynamics/trends.

Specialized Experience: One year of specialized experience which includes: 1) Reviews the workforce development program to recommend/implement changes; 2) Provides advice to all levels of management on organization/employee development; 3) Conducts studies such as: (turnover, mission and technology) to identify trends/dynamics that impacts the workforce; and 4) Generates reports using business information systems to measure achievement of organizations goals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
