About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City.
Duties
Serves as the Chief of Civilian Personnel for the United States Army Garrison West point (USAG WP).
Advises the Garrison Commander, Deputy to the Garrison Commander, and Director of Human Resources (DHR) on matters relating to civilian personnel management.
Directs a subordinate staff of Administrative, Workforce Development and Human Capital Specialists.
Advises Installation Management Command (IMCOM) Garrison leadership and key managers in making the most effective decisions that support the IMCOM Strategic Plan, Strategic Human Capital Plan (SHCP).
Conducts analysis of business improvements and organizational structures and processes.
Tracks all personnel actions for a workforce consisting of both general schedule and federal wage system employees.
Advises garrison personnel on a variety of substantive procedural and policy matters pertaining to a broad range of civilian personnel functions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.

Specialized Experience: One year of specialized experience which includes 1) servicing as advisor to leadership on matters relating to Human Capital/Workforce Management efforts; 2) providing analytical support to manage and support efforts and initiatives to develop, implement, evaluate, and continuously improve workforce management plans and strategies; 3) reviewing the workforce organizational structures to recommend/implement changes; AND 4) advising all levels of management on civilian personnel functions.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
