Duties
The Budget Analyst serve as a subject matter expert in formulating budget requirements for all phases of the budget cycle within the Budget Directorate of the Office of Finance. The incumbent performs budgetary functions in support of major CBP programs, including user fee accounts.
This position starts at a salary of $86,962.00 (GS-GS-12, Step 1) to $134,435.00 (GS-GS-13, Step 10) with promotion potential to $134,435 (GS-13 Step 10).

Typical work responsibilities include:
Compiling narratives and statistical material for budget exhibits, and related background information for use in briefing agency and department senior leadership.
Supporting efforts to respond to requests for budget information by OMB and Congressional staff members and other high-ranking individuals.
Conducting the user fee financial planning process from out-year formulation, resource justification, financial planning, and resource execution in coordination with Budget senior leadership and internal and external stakeholders.
Interpreting and assesses the impact of new and revised congressional legislation on the formulation and execution of an agency's budget
Monitoring the execution of budget resources with many different sources and types of funding, such as direct multi-year appropriations, allotments from many different appropriations, transfers of funds from other agencies, reimbursements for services performed, revenue from working capital funds, and trust accounts.
Qualifications
Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Assisting assigned units with preparation of funding and budget documents related to user fees; Preparing reports and analyses to be presented during quarterly reviews of assigned organizational units' annual financial plan and budget execution plan; Participating on source selection teams and task groups or independently conducting special studies or projects; Preparing reports and briefings to keep managers advised of project plans and progress, and communicating findings and recommendations.
You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Reviewing, analyzing, consolidating and revising user fee budget estimates, justification statements and budget execution plans submitted by agency components; Analyzing, interpreting and applying complex legislative, policy and regulatory decisions to develop budgetary plans, policies and guidance; Analyzing budget execution for a national-level program organization and making recommendations to senior leaders on resource reallocation to modify the plan or programmatic actions to bring spending in line with the plan; Independently analyzing and comparing budgets and programs.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 11/27/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government

Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.
