You will serve as a HUMAN RESOURCES SPECIALIST (LABOR & EMPOLYEE RELATIONS) in the HRO NV18 of NAVMEDSUP DET SAN DIEGO.

Duties

You will provide Employee Relations and Labor Relations assistance to managers for assigned organizations. You will provide support to the merit and requirements for successfully initiating the effecting disciplinary and adverse actions. You will conduct extensive research into factual case law; develop case theory including anticipation of counterarguments for grievances; present cases to leadership and management officials. You will serve as technical advisor in hearings or proceedings before Federal Labor Relations Authority on issues such as Unfair Labor Practices, Negotiability Disputes and Representation Cases. You will ensure personnel actions are coordinated and executed by the Office of Civilian Human Resources (OCHR) Operations Center. You will advise management on conduct, performance matters, medical related matters, leave programs, administrative and negotiated grievances. You will serve as technical advisor, negotiating team member or chief spokesperson in contract renegotiations, mid-term bargaining, and impact negotiations

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience preparing cases, discoveries, and case theories to present agency's case before third parties. Experience conducting research on legal issues to obtain and evaluate expert testimony and advice. Experience developing agreements between management and labor organizations, alternative dispute resolutions, and contract negotiations. Experience providing technical assistance on all aspects of Employee Relation issues, including leave, hours of work, medical issues, performance issues, and pay. Experience assessing and advising on potential unfair labor practices charges. Experience developing bargaining objectives and strategies.
