The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Salem VA Medical Center (VAMC), Office of the Chief in Fiscal Service. Salem VAMC Fiscal Service provides support to all medical center services, is
organizationally aligned under the Associate Director. The incumbent functions as an administrative official with responsibilities that reach into all aspects of the service.
Duties
Duties include but are not limited to:
The incumbent serves as contact for all Fiscal Service Administrative matters providing written, verbal and electronic communications within the Fiscal Service and is a liaison with Human Resources staff.
Documents and tracks equipment care and stewardship activities including management of equipment records, preparing equipment records and reports, and working with Logistics Service on equipment inventory listing (ElL).
Ensures the timely completion and close out of Vista Work Orders.
Manages the service's records management plan and ensures compliance with records management criteria.
Keeps the Chief of Fiscal Services calendar and schedules and reschedules appointments, meetings and conference rooms based on the Fiscal Chief's workload, committee assignments and current priorities within the Medical Center.
Receives all visitors and telephone calls for the Fiscal Service.
Responds to a variety of requests from internal and external medical center sources.
Prepares outgoing correspondence for conformance with grammar, format, appropriate enclosure, etc. and relaying instructions to program staff and subordinate offices within Fiscal Service.
Serves as primary timekeeper for Fiscal Service employees.
Fiscal Service's key custodian, tracking and ensuring key inventories are accurate in database.
The incumbent provides guidance to the service line staff on administrative management matters and daily operations of the service.
Monitors the budget for obligations and expenditures including balances, and status of projects.
Assists in the preparation of fiscal year budget for submission to Fiscal and assists in the response to their questions.
Monitors service line spending activities, making recommendations, tracking trends, examining fiscal data, approving invoices.
Maintenance and oversight of Fiscal Service records providing program support, reporting, and working directly with fiscal service administration.
Functions as a Contracting Officer Representative (COR) required to maintain contract administration files in accordance with VA policies and procedures.
The COR is responsible for ensuring compliance with invoice validation processes before invoices are certified.
Maintaining procurement and contracting records.
Creates and maintains a tracking database for all service level contracts, received and paid invoices, outstanding invoices, and remaining balances.
This position will also provide backup duties for the agent cashier and employee travel offices.
Work Schedule: 7:45am - 4:30pm, Monday - Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/29/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
GS-06 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Specialized experience includes, but is not limited to: performing clerical/administrative duties in an office environment; answering and directing phone calls; preparing correspondence/completing forms; maintaining files/records; using a computer to perform a variety of support tasks; typing/entering data.
Preferred Experience: Experience performing automation duties using software applications such as word processing, spreadsheet, electronic mail, desktop publishing, calendar, database and/or graphics.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lit and climate controlled office.
