**Recruitment Incentive of up to $10,000 may be available to highly qualified applicants with a 2 year service agreement** Functions in full capacity as an Administrative Officer of the Day (AOD) while officially assigned to Access and Scheduling Management Service (ASMS) and while based in the Emergency Room (ER); oversee administrative operations in both the ER and for the whole of the SVAHCS around the clock, especially independently during nonbusiness hours.

Duties

**Recruitment Incentive of up to $10,000 may be available to highly qualified applicants with a 2 year service agreement** The AOD is delegated full authority and responsibility to execute the functions of the SVAHCS Director and Chief, ASMS, for administrative activities occurring on other than normal tour of duty hours. Interprets VA rules and regulations while determining the legal entitlement to benefits in relation to: Hospital admissions, spinal cord injury and nursing home; dental treatment, domiciliary patients, Non-VA Care and interfacility transfers; prosthetic appliances, outpatient care, beneficiary travel programs, decedent affairs and urgently needed emergency room services. Ensures all appropriate Federal and State national and local policy requirements and legal issues are met in all processes. As the authorized certifying officer for documents pertaining to the administration of laws concerning VA, the AOD coordinates the resolution of medico-legal problems concerning the SVAHCS. Processes administrative issues surrounding beneficiary death, suicides, homicides, dead on arrival (DOA), seriously ill, cardiac arrest, intervention team, assaults (on and off VA property), elopement and medical care cost-recovery matters, and facility and/or community disasters. The AOD enacts and assumes control of communications and notifications, and becomes the SVAHCS central command post, in the event of local civil disasters in accordance with facility disaster plan until it is under the command post is under control of the delegated staff. Provides administrative authority, guidance, and advice to Medical Officer of the Day (MOD), Nursing Officer of the Day (NOD), and other clinical staff concerning administrative matters necessary for operation of the medical center during other-than-normal tours of duty. Provides orientation and situational technical advice to physicians regarding VA regulations, policies, and procedures. Assists medical staff with medically related, administrative legal problems, including orders of protective custody (Baker Act), involuntary admissions (commitments) and management of unruly or severely disturbed patients. Performs all administrative matters as the MOD does for medical matters while working as a team to carry out top management responsibilities during other than regular working hours. Promotes harmonious working relationship among patients, public, and staff. Directly intervenes when problems regarding patient activity occur, advising clinical staff of appropriate administrative action. Observes, evaluates, and coordinates administrative activity with Office of Information & Technology (OI&T), Engineering, Laboratory, Radiology, Nursing, VA Police, Social Work Service, Food and Nutrition, Environmental Management Service (EMS), Voluntary Service, Canteen, Decedent Affairs, and all other ancillary services, as necessary. Prepares various reports daily for the ASMS Chief, Assistant ASMS Chief, ASMS Administrative Officer, SVAHCS Chief of Staff, Associate Director of Patient Care Services and SVAHCS Director. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Selective Placement Factor: Must have experience scheduling medical appointments and eligibility and enrollment experience (e.g., regulations, administrative procedures, and policies relating to eligibility, enrollment policies and medical benefit programs offered). You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: progressively responsible administrative experience in an office setting that included providing administrative and clerical support for a major department or program. Experience included such tasks as collecting, tracking, and compiling data to prepare reports; using various software applications; maintaining numerous productivity logs; coordinating meetings and making all administrative arrangements in relation to the meeting; responding to phone and email inquiries, complaints, etc. relating to department or program area; and establishing and maintaining records and files.. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires much walking throughout the medical center with an occasional requirement to lift objects, such as, patient belongings and administrative records, medical equipment prescribed to patients that needs to be obtained from services/clinics accessible only by the AOD; and supplies needed by the emergency room or intensive care units for emergent patient care and treatment. The work requires sitting and standing as well as considerable writing, reading, and computer activities.
