This position functions as an Administrative Assistant within the Surgical Service at the Salem VA Medical Center. The Surgical Service provides comprehensive surgical care for both inpatients and outpatients, and is complex, comprehensive, multidisciplinary service that encompasses both professional and non-professional staff, including physicians, numerous technicians and administrative staff.
Duties
Duties include, but may not be limited to the following:
Formulate and recommend administrative policies and procedures and implements existing administrative regulations.
Disseminate guidance to the Chief, Surgical Service and Administrative Officer, Surgical Service on policy and procedures and provides guidance relative to the interpretation and application of administrative regulations.
Perform problem solving across multiple areas (e.g. retrieving records, reports, data, and regulations), contacting appropriate service, facility or vendor involved as necessary.
Draft correspondence, recommendations, reports, and memoranda related to management and administrative programs and issues with customers throughout the facility.
Advise and guide managers and employees on questions and situations related to the administrative services provided.
Determine pertinent issues and collects relevant information from a variety of sources.
Review information and apply standard analytical techniques.
Provide guidance in the development and presentation of an effective interdisciplinary system for monitoring and evaluating the quality management and performance improvement activities, and also prepares or coordinates survey inquiries, workload reports, internal and external peer review activities, management briefings and other reports.
Serve as Surgical Service alternate representative at hospital wide committee meetings.
Advise the Chief, Surgical Service and Administrative Officer, Surgery, in determining requirements for the office budget.
Develop preliminary worksheets that are needed to formulate the budget and develop program execution plan performance reports.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/18/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge and understanding of management principles, practices, methods and techniques, and skill in integrating management services with the general management of an organization.
Knowledge of techniques for increasing organizational effectiveness, improving productivity, and solving operational problems.
Knowledge of accounting, bookkeeping, and budgeting processes to ensure correct manipulation and generation of data, reports, and proposals.
Ability to handle several projects at one time with many interruptions in workflow and with several deadlines and demands
Extensive knowledge of VistA and CPRS packages that support the processes is needed to insure the success of the Surgical Care Service Line.

Physical Requirements: The work is mostly sedentary. The work requires some walking, standing, bending, lifting and carrying light items such as paper, books, and charts.
