About the Position:
Serves as Program Support Specialist responsible for the scheduling of all facilities and transportation resources to support the U.S. Army Corps of Engineers Proponent Sponsored Engineer Corps Training (PROSPECT) Program and other support programs. Acts as the liaison officer with Army Commands (ACOMs), and Direct Reporting Units (DRUs), functional chiefs and their representatives, training personnel at all levels.
Duties
Plans, coordinates, and evaluates the administrative support operations in attaining the resources to support training that impacts over 200 classes across CONUS and, when required, OCONUS.
Provide technical advice and assistance to Training Course Managers and Division Chiefs, about the scheduling aspects of training in order to ensure maximum utilization of resources and to minimize the effect of variables.
Prepares, justifies, and/or administers the budget for program area; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies.
Serves as the Primary Government Purchase Card Holder for operating costs of the ULC, e. g., training, supplies, transportation, facilities etc. that exceeds $500K annually.
Performs a variety of special nonrecurring projects and studies, which involve defining the problem, gathering data, coordinating, analyzing, evaluating, and preparing a final report or document with resolutions of issues or problems.

Specialized Experience: One year of specialized experience which includes 1) Scheduling all facilities and transportation resources to support training programs. 2) Administering the Government Purchase Card (GPC) program 3) Provides backup to the other support functions such as Corps of Engineers Financial Management System (CEFMS) and the Registrar Office. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Administration, Business Management, etc. (Note: You must attach a copy of your transcripts with your application)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
