This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Shortage Category and/or Critical Need Position to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Police Staff may require shift work and/or work on rotating shifts to provide coverage on various situations.
Duties
Serves as Lieutenant for the Law Enforcement Division.
Incumbent is responsible for planning, directing, and reviewing the activities of police officers engaged in the enforcement of laws and protection of government property, materials, and processes.
Provides assistance and input into overall planning needed to meet security and law enforcement requirements.
Performance of duties requires knowledge of established rules, procedures, methods of operations, and federal, state, and local laws.
Check on access control points to ensure proper procedures are followed. Monitor working conditions such as safety, security, condition of equipment, cleanliness.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This is a Testing Designated Position (TDP) and is covered by the Alcohol and Drug Abuse Prevention and Control Program. IAW AR 600-85, a DA 5019 Condition of Employment must be signed for mandatory drug testing.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employees are required to work both planned and unscheduled overtime.
- This position requires certification in cardiopulmonary resuscitation with Automatic External Defibrillator (AED) training.
- This position is covered by the Individual Reliability Program (IRP) IAW AR 190-56 and has been designated by Department of Army as critical to the national or internal security. Personnel must meet the standards for the IRP.
- This position requires the incumbent to pass a Physical Agility Test (PAT) annually.
- Incumbent in this position is designated as Mission Essential (IAW DODI 3024.42 and DTM 17-004) position during Inclement Weather Conditions or other designed/identified emergency conditions.
- The 1996 Lautenberg Amendment to the Gun Control Act of 1968 covers this position. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
- Incumbent is subject to removal from the position if convicted of a felony in accordance with Section 639 of P.L. 106-554 effective January 20, 2001.
- Incumbent must sign the DD Form 2760 (Qualification to Possess Firearms or Ammunition).
- Incumbent must wear the Department of the Army Civilian Police (DACP) / Security Guard (SG) uniform and maintain a high standard of appearance and hygiene, and wear chemical-protection equipment.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a requirement to lift up to 45 lbs. in the regular performance of duties.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
- Incumbent must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually thereafter in the use of assigned firearms/weapons.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes 1) conducting law enforcement duties to ensure the protection of life, property and civil rights; 2) enforcing a wide range of law enforcement/security laws, traffic codes, regulations, directives, and procedures; 3) conducting investigations to detect and apprehend individuals committing suspected illegal acts, such as acts of violence, theft of property, or for violating laws concerning controlled substances; and 4) develops case information for use in criminal and traffic courts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
Certifications required to qualify: FLETA Accredited Law Enforcement Certification (such as US Army Civilian Police Academy). NOTE: Certification must be submitted with application.
