This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Police Officers to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Police Staff may require shift work and/or work on rotating shifts to provide coverage on various situations. Day shift is: Mon - Thurs or Thurs - Sun 0530-1800, Night shift: Mon -Thurs or Thurs -Sun, 1730-0600. All shifts are 4 shifts per week 12.5 hours per shift. Shifts may rotate.
Duties
Serves as the Training officer for Sierra Army Depot Law Enforcement Division.
Responsible for development and maintenance of courses, lesson plans, and examinations and provides guidance to personnel assigned to instruct specialized blocks of instruction.
Ensures other officers remain current in their certification to utilize CLEAN/NCIC/JNET and administers testing for new police officers.
Reviews and updates training curriculum to ensure integration with organization Installation Operation Plans (e.g. Force Protection Plan) to ensure training coincides with the procedures outlined in the plans.
Performs all duties associated with a Police Officer assigned to the Law Enforcement Branch.
Conducts preliminary investigations in accordance with assimilated state laws, Federal statutes on the installation while holding full jurisdictional authority.
Advises subjects of constitutional rights and initiates formal charges before the appropriate Judicial body.
Exercises extreme caution and sound judgment to preclude jeopardizing the lives and safety of all persons present.
Maintains a high visibility in contact with the general public, approaching offenders and bystanders tactfully - with courtesy, firmness and professionalism.
Conducts special protective details for high-risk personnel (HRP), dignitaries and executives visiting SIAD.
Appears before the U.S. Magistrate, or other judicial bodies, to present the facts pertaining to the charges filed on traffic violations, criminal charges or UCMJ violations.
Completes all applicable forms and reports necessary to thoroughly document the facts surrounding each type of action.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires the completion of a pre-employment physical examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- The duties of this position require the incumbent to possess or obtain and maintain a valid driver's license in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires persons to carry a firearm, which requires initial and periodic qualification and meet the requirements under 18 USC 922(g)(9) of The Lautenberg Amendment.
- This position requires submission to a random urinalysis drug screening as well as pre-employment.
- This position requires that the incumbent either has graduated or will graduate with 1 year from Entrance on Duty date, from an U. S. Army USAMPS or receive an initial training waiver or be excepted per para 4-4 of the Army Regulation 190-56
- This position is covered by the Individual Reliability Program (IRP) IAW AR 190-56 and has been designated by Department of Army as critical to the national or internal security. Personnel must meet the standards for the IRP.
- This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
- Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
- This position requires certification in cardiopulmonary resuscitation with Automatic External Defibrillator (AED) training.
- This position requires the employee to use personal protective equipment provided by the employer.
- This position has annual training and re-certification requirements.
- This position requires the incumbent to pass a physical agility test (PAT) annually. You must undergo initial and periodic medical evaluations to assess your ability to take the PAT.
- This position requires the incumbent to wear a uniform and maintain a high standard of appearance and hygiene.
- This position requires that the incumbent have no felony or domestic violence convictions.

Specialized Experience: One year of specialized experience which includes 1) conducting training using a variety of instructional techniques on law enforcement subjects, such as basic laws and regulations, law enforcement operations, procedures, and techniques; 2) developing training courses and materials for local training as required; 3) providing Incident response support during emergencies; 4) preparing and maintaining law enforcement reports and records. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
