You will serve as a LEAD HUMAN RESOURCES SPECIALIST (CLASSIFICATION) in the Classification and Special Projects Branch of the Fleet Forces,
Human Resources Office, of FLEET HRO NORFOLK NAVAL SHIPYARD.
Duties
You will coach the team in the selection and application of problem-solving methods; provide advice on procedures; and assist team members in identifying parameters for appropriate solutions.
You will prepare reports on work accomplishment and coordinates the presentation of work-related information to the supervisor.
You will train and arrange for needed training, both in teamwork and in subject-matter skills.
You will inform employees of available benefits, services, and work-related activities.
You will make recommendations to the supervisor on assignments, promotions, work schedule changes, and performance appraisals.
You will uses knowledge to answer a variety of HR related questions.
You will classify a wide range of positions to include complex jobs and prepares documentation in the general schedule and federal wage schedule systems.
You will provide information, advice, and assistance to managers and supervisors on all aspects of the position classification system.
You will maintain and ensure position classification accuracy and consistency in interpreting and applying position classification standards
You will develop and evaluate alternative methods for solving compensation, classification, or staffing issues and prepares reports of findings and recommendations for solutions.
You will conduct periodic reviews of position descriptions, organizational charts, and other documentation to ensure documentation is up-to-date and accurate.
Requirements

- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Experience applying knowledge of OPM and DoD classification standards.
- Experience leading, coordinating, coaching, and mentoring lower graded HR Specialists and Assistants in their performance of work and be able to resolve technical or administrative problems encountered.
- Experience providing expert personnel classification advice to employees throughout large and complex organizations in the development of position descriptions.
- Experience conducting position management studies and organizational analysis.
- Experience researching and applying findings to provide solutions to a wide range of HR management functions.
