This position is located at Bureau of the Fiscal Service, Business Applications and Solutions Division. As an IT Specialist (ENTARCH), you will be responsible for the oversight of IT solutions for various programs and products that are supported by the division.
Duties
As an IT Specialist (ENTARCH), you will:
Develop strategies which will translate into tactical decision making, influencing technology implementation and business operations optimization.
Provide support for the development of strategies, roadmaps, and plan to minimize technology-based risks and maximize the resiliency and effectiveness of systems and business operations.
Identify current and potential problem areas; Conduct extensive investigation and analysis of largely undefined factors and conditions to determine the nature and scope of problems and to devise solutions. Establish criteria for new solutions.
Develop and interpret policies, procedures, and strategies governing the planning and delivery of services to guide technology decisions. Ensure systems developed and deployed adhere to Fiscal Service solution design principles, processes, and patterns.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience for the GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes a consistent record of technical leadership in architecting, developing, and integrating cloud-based solutions; and experience performing work that involves the analysis, design, implementation, documentation, and assessment of cloud solutions to align IT strategies and systems with the goals of the organization.
Examples of specialized experience for this position include:
- Serving in a technical senior or leadership role (IT solution architect, enterprise architect, technical lead, etc.) responsible for successfully architecting, developing, and integrating a major IT cloud-based project. OR
- Conducting detailed analysis and design of a cloud systems current or planned technical architecture. OR
- Conducting technical workshops and meetings with technical and business customers, executive management, and/or partners to drive effective services and implementations.
In addition to meeting specialized experience, individuals must have IT-related experience demonstrating each of the four competencies below:
1. Customer Service, such as cultivating relationships with business stakeholders and providing architecture guidance, support, and coordination of cloud-based solutions to business stakeholders, application developers, infrastructure engineers, and operations staff.
2. Oral Communication, such as predicting and advocating for necessary technology investments to ensure the continued resiliency of business processes and facilitating and championing the integration of new and advanced cloud technologies and services to support program objectives and goals.
3. Problem Solving, such as determining the gaps between the current and the target cloud architecture, developing plans for transitioning to target cloud architecture, or establishing criteria for new cloud architecture and/or solutions.
4. Attention to Detail, such as conducting extensive investigation and analysis of largely undefined factors and conditions to determine the nature and scope of problems and to devise solutions.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
