The selectee of this position serves as a Management and Program Analyst. You will be responsible for providing analytical and program management support. This position will focus on Contracting Officer's Representative duties, program budget, financial estimates, budget projections, and submitting financial documentation in support of USMS Fleet Management Programs.
Duties
As a Management and Program Analyst at the GS-0343-13 level, some of your typical work assignments may include:
Developing program evaluation plans, procedures, and methodology; analyzing and summarizing significant trends and issues.
Coordinating with internal and external stakeholders to implement new software; provides overall program management oversight.
Conducting USMS-wide analytical and management studies using qualitative and quantitative approaches to improve the efficiency and effectiveness of office processes and programs.
Providing advisory services to project managers on requirements management, risk management, schedule management, change control, and configuration management.

Qualifications
GS-13 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
You may qualify at the GS-0343-13 level, if you fulfill one of the following qualifications:
Specialized Experience: One year of specialized experience which includes 1) Making decisions and recommendations that will significantly change or develop a wide range of policies and programs; 2) Utilizing quantitative analysis techniques to analyze and forecast resource requirements; and 3) Negotiating with senior level officials to accept and implement recommendations on proposals that have a substantial impact on an organizational program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
