About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W3U2AA US ARMY FUTURES AND CONCEPTS CENTER.

Duties

Serve as multi-discipline Security Specialist, responsible for providing security support to two or more intelligence-related security programs as defined by the Army Regulation 380 series. Independently identify and resolve difficult and complex security issues not resolvable by established regulations, guidelines, or processes. Conduct surveys, inspections, and interviews to ensure individuals’ and organizations’ eligibility to work with and store sensitive and classified information. Ensure control measures to safeguard and prevent the loss of classified material are in place and updated as required, and locally generated classified documents contain appropriate classification marking requirements. Provide authoritative information regarding personnel security clearance requirements, Sensitive Compartmented Information (SCI) access, and adjudicative guidelines to internal and external customers. Evaluate security programs, develop solutions and new processes or procedures, and recommend policy/procedural changes. Coordinate security program efforts, negotiate solutions meeting the needs of the organization, and persuade or influence others to gain support or concurrence on issues that affect the organization’s security programs and mission. Provide definitive technical advice and assistance to commanders, local leadership, and the Command workforce regarding establishment of comprehensive security programs that do not unduly hamper supported command/activity operations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
  • Temporary Duty (TDY) Travel may be required 25% or less of the time.

AND 2. Experience developing and/or implementing security policies and procedures for a special access security program. AND 3. Experience providing advice to internal and external customers regarding compliance with established security policies and regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
