About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at historic Fort Eustis, Virginia, known for its association with Army Transportation, Army Aviation, and is the home to the Army's Training and Doctrine Command.

Duties

Serves as the U.S. Army Training and Doctrine Command (TRADOC) Special Security Officer (SSO) under the general cognizance of the Director of Security and the Senior Intelligence Officer (SIO). Provides SCI advice and assistance to the commander, senior leadership, security managers, contractors, and project personnel that require SSO support. Ensures centralized accountability and monitoring of SCI policies. Develops and enforces command guidelines and policies for subordinate Special Security Officers (SSOs) and Special Security Representatives (SSRs) and their respective Sensitive Compartmented Information Facilities (SCIFs). Attends conferences and briefings to maintain currency in all aspects of SCI operations to stay abreast of evolving material and procedural developments.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI).
  • Must successfully pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter, in accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program.
  • Will required to undergo psychological testing.
  • Must be willing to undergo and successfully complete counterintelligence scope polygraph with No Deception Indicated (NDI).
  • TDY travel may be required at 30% or less of the time.
  • This position has been identified for the Security Professional Education Development (SPeD) Certification Program. For more information, see note below in Additional Information.
  • Two year trial/probationary period may be required.

In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized experience is defined as: Experience developing and/or implementing Special Compartmented Information (SCI) program Security policies and procedures. AND Experience in the implementation, execution and inspection of SCI policies, practices and procedures. AND Experience providing administrative and physical oversight of Sensitive Compartmented Information Facilities (SCIFs) and the application of appropriate physical construction standards and intrusion protective systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. You will be evaluated on the basis of your level of competency in the following areas: Information SecurityPhysical SecuritySecurity Education, Training and AwarenessSensitive Compartmented Information (SCI) Security NOTE: Some federal jobs allow you to substitute your education for the required experience in order to qualify.
