About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at historic Fort Eustis, Virginia, known for its association with Army Transportation, Army Aviation, and is the home to the Army's Training and Doctrine Command.

Duties

Implementing security programs and assisting in oversight responsibilities within Training and Doctrine Command (TRADOC) Headquarters (HQ) and schools. Recommends development, planning, oversight, administration, management, implementation, and enforcement of intelligence-related security disciplines across TRADOC. Manages TRADOC programs for Information Security, North Atlantic Treaty Organization (NATO) Security, Personnel Security, and Security Education Training Awareness (SETA) based on DoD guidance, International Agreements, and Army Regulations. Provide technical advice and assistance to establish comprehensive security programs without hampering subordinate Command operations. Make recommendations and provide guidance that affect the development of major aspects of security program definition and administration throughout TRADOC.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI).
• In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
• Temporary Duty Travel (TDY) may be required approximately 10% or more of the time.
• This position has been identified for the Security Professional Education Development (SPeD) Certification Program. For more information, see note below in Additional Information.
• Two year trial/probationary period may be required.

Specialized experience is defined as: Experience administering a Personnel Security program with at least one of the following security disciplines: Information Security, Industrial Security, Foreign Disclosure, and/or Security Education Training Awareness (SETA). AND Experience conducting training associated with a Personnel Security program. AND Experience implementing agency-level policies and procedures on the access, processing and protection of classified and controlled unclassified information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
