You will serve as a PROGRAM ANALYST (DISBURSING EXAMINER) of NAVSUP FLC SD GF.
Duties
You will make recommendations for ways to improve training, internal controls and the implementation of the new procedures and renders interpretations of directives, instructions, and manuals.
Your will perform reviews of disbursing/personnel functions and on-site examinations as a member of a team (large ships and activities) or as Team Leader (small ships and activities).
You will develop procedures to be compatible with and complimentary to the regulatory controls and procedures established by Defense Finance and Accounting Service (DFAS) Cleveland and Indianapolis.
You will provide technical advice to ships and shore activities on all phases of disbursing/personnel operations, military pay and allowances, travel regulations, Navy Cash procedures, etc.
Requirements

- You will be required to obtain and maintain a current valid United States driver’s license.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to successfully complete a pre-appointment physical examination.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector that demonstrates analyzing and evaluating the effectiveness of program operations in meeting established policies, goals and objectives. Specialized work experience must demonstrate the following duties: 1) Apply conventional methods to identify, gather, analyze and evaluate disbursing and personnel operational information of a procedural or factual nature in order to recommend improvement or streamlining in program operations and methods; 2) Identify, gather, and analyze pay records, logs, and files to determine the legitimacy and accuracy of disbursing/personnel records and processes; 3) Report statistic and formulate official reports utilizing automated programs; 4) Conduct reviews of disbursing/personnel/administrative records to include on-site examinations of Navy military pay accounts.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
master's or equivalent graduate degree
OR
2 full years of progressively higher level graduate education leading to such a degree
OR
LL.B. or J.D., if related
