About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Meade, Maryland.
Duties
Optimizes J3 Use of Knowledge Management Capabilities and Tools: Collaborates with J6 and contractor software administration subject matter experts (SMEs) to assure J3 KM software applications are effectively maintained.
Assures J3 receives other standard systems administration support, such as adding and deleting users.
Employs broad knowledge of J3 programs and operations to define specification and standards for system administration functions requiring this “insider” knowledge, such as optimization of user access restrictions to limit access.
Integrates information from organizational elements and functional teams throughout J3 to facilitate easy access, sharing, and dissemination of information as a Classification Advisory Officer and/or Foreign Disclosure Officer.
Conducts and delivers training and provides facilitation services at organized seminars, workshops, and work groups in support of expanding the understanding and awareness of KM principles and initiatives
Action Item Response Management and Development: Facilitates use of internal and external task management systems, including the Command’s Workload Management System (WMS), as a J3 knowledge base asset.
Examines existing business processes and assesses operations to identify and, as indicated by findings, the need, or refinements to assure timely and effective monitoring prompt identification.
Leverages functional expertise and programmatic knowledge to identify cognizant decision-makers guaranteeing time sensitive requests are prioritized appropriately with Senior Leadership.
Elicits the participation of appropriately skilled SMEs (often, including those external to the Directorate and Command) to perform information collection and validation, research, and analyses required to generate full and effective responses.
Establishes key KM performance indicators and collects/assesses performance metrics on a continuing basis to quantify value added by KM assets.
Supplements these quantitative data with qualitative feedback from members of the user community, including actively eliciting feedback as to how KM capabilities and assets could better support the Directorate’s operations,
Devises and implements a comprehensive program to assure the Directorate makes best use of KM assets and processes to support intellectual capital capture and retrieval and other information management functions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
- Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 10% of the time.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.
One year of specialized experience would be demonstrated by: 1) Creating the specifications and standards for system administration functions; 2) Evaluating business processes in order to find areas of improvement; 3) Analyzing performance metrics to quantify the value added.
