This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Management Work Category at the Expert Work Level within the CES Occupational Structure. It is located in the DISA JOINT FORCE HEADQUARTERS - DODIN.
Duties
Direct control over staff functions, to include resource management and human resources, as well as manages the day-to-day operations of the JFHQ-DODIN staff activities.
Provides recommendations to the JFHQ-DODIN Senior Leadership (FO/GO/SES) in regard to the establishment of management processes and maintenance of an environment conducive to the effective utilization of personnel and financial resources.
Writes and coordinates policies and instructions to implement new programs or program changes.
Establishes policies and procedures for the effective and economical operations of the JFHQ-DODIN in HQ operations, planning and budget execution, manpower and force development, review and analysis, internal control, and internal and external audit.
Identifies specific Command shortfalls, generates alternatives, performs a cost/benefit analysis or other appropriate comparison of alternatives, and recommends an improvement approach.
Provides managerial, technical, and administrative oversite and direction for directorate areas of responsibility within the JFHQ-DODIN.
Responds to DoD CIO, U.S. Cyber Command, DoD combatant commands, DISA, service cyber components, field agencies, and activities for DOD-related correspondence and tasking.
Supervises JFHQ-DODIN Directors and subordinate J0 staff.
Requirements
- Must be a U.S. Citizen.
- Males born after 12-31-59 must be registered or exempt from Selective Service.
- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- The incumbent must maintain readiness for 24-hour recall to duty during non-work periods. During normal leave periods, the 24-hourrecall criteria will be waived.
- Incumbent is required to travel (TDY) occasionally.
- This is a drug testing position.
- This is a Mission Essential position.
- The incumbent is required to submit a Financial Disclosure Statement, OGE-450 Executive Branch Confidential Financial Disclosure Report, upon entering the position and annually thereafter.
Qualifications
In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience:
To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience in directing or managing
resource management and human resources, as well as manages day-to-day business operations as it relates to planning, direction, coordination, integration, AND the synchronization of cyber operations.
