Duties
Establishes and directs a statewide fleet management program to increase vehicle utilization, extend vehicle life, and reduce fuel and maintenance costs.
Assists District Offices in conducting space studies/surveys to determine the adequacy and to develop supporting documentation for lease agreements, to develop office layouts, and to ensure that space is used efficiently and economically.
Conducts analyses, reviews, and studies as needed by Headquarters, and represents the state at meetings relative to space, leasing, and/or construction issues.
Plans, initiates, implements, and monitors space and real property management throughout the state.
Provides advice to the region on leased and non-leased space, building occupancy rules and procedures, leasing requirements, space planning, and allocation.
Provides statewide direction on planning, acquisition, management, inventory, utilization, and disposal of all personal property such as office equipment and cadastral surveying equipment.
Disseminates information on agency standards governing property management, and provides statewide coordination, compliance evaluation, and assistance to the field on proper methods for property accountability.
On behalf of contracting officers, inspects facilities for compliance with maintenance and other lease requirements.
Provides technical guidance on vehicle equipment to optimize the return on investment.
Provides necessary justifications, measurements and standards for acquisition of space, and works with the State and District/Field Offices to develop space needs packages.
Provides personal property training to Custodial Property Officers in District/Field Offices.
Serves as the point-of-contact for co-locators from other agencies who share space with BLM in the region.
Requirements

Qualifications
Specialized Experience: In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience.
You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: Regularly communicating agency policy in the management of Space, Property, and Fleet, which may include facility maintenance (janitorial services, parking, heating, air conditioning, lighting, security, etc), vehicle maintenance (road graders, trucks, sedans, emergency vehicles) and repair, and office space (surveys on adequacy of work space) and equipment (computers, GPS, cadastral survey gear) management. Performs routine inspections and adheres to agency guidance. Routinely coordinates with other agency offices on established procedures including leased and non-leased space to be economically managed. -OR- Education: Directly related Ph.D. or equivalent doctoral degree, or I have at least three full years of progressively higher-level graduate education leading to such a degree. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: Most of the work will be performed in an office setting, but visits to District Office and field installations will be required. There will be some walking, bending, standing, and lifting. Frequent pressures will be common with deadlines, budget constraints, and personalities involved.
Work Environment: Work is primarily performed in an office setting, although there is occasional exposure to risks when visiting office or storage space, or building construction sites.
Education
Education is not required, however, if using education to qualify, you must submit copies of all transcripts or a list of college courses that include hours and grades from an accredited U.S. college/university. See Required Documents section for more information.
