You will serve as a SUPERVISORY IT SPECIALIST (PLCYPLN) (Branch Manager) in the EOD Information Management Division (D1), Information Systems & Technology Branch (D15), within the EOD Department (D) of NAVSURFWARCEN IH DIV. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to the GS-13 and GS-14.

Duties

You will manage multi-year IT initiatives associated with the JEOD Decision Support System and the EODIDS IT systems and applications. You will lead, coordinate, communicate, facilitate, plan, and ensure overall information management program success. You will be responsible for project selection, prioritization, evaluation and monitoring, cost, schedule, performance, risk management, quality management and resource allocations of IT projects executed by government and contract teams. You will evaluate and maximize human capital and IT tasks for optimized effectiveness and efficiency. You will supervise and lead the execution of governance, compliance, and operational requirements while minimizing customer down time. You will align branch goals to command, department and division objectives, translating and communicating that tactical approach to the workforce. You will develop a culture of learning that reinforces continuous process improvement and optimization. You will supervise a diverse workforce that perform a variety of duties in different specialty areas across the Information Services domain. You will lead the development and services associated with unclassified and classified systems of the Decision Support System, milCloud, SERENA Workflow Systems, and the Joint EOD Portals (NIPRNET/SIPRNET).

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 GS-11/12 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating IT network systems including performance, security and cost to develop and modify IT system implementation plans, security policies and procedures to improve the efficiency execution of IT projects. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
