Duties

You will serve as the Naval Surface Warfare Center Indian Head Command Information Systems Security Manager (CISSM). You will excercise overall responsibility for the Commands Cyber-Security (CS) Program. You will coordinate daily and operational tasks of Code 1043 government and contractor personnel with the guidance of the Code 104 Activity Command Information Officer and Code 1043 Branch Manager. You will manage all aspects of CS program and the development, implementation, intrepretation, accreditation, risk management and maintenance of detailed CS policies, plans, programs, and standard operations. You will serve as a voting member of the NSWC IHD Code 104 Configuration Control Board (CCB) to ensure new projects and initiatives meet Department of Defense and Navy Cyber Security requirements. You will assess all RDTE and operational network system processes in order to implement and develop security policies, instructions and risk assessments. You will work directly with Cyber-Security Operations to ensure systems are continously monitored and results are documented per Navy Risk Management Framework requirements. You will investigate, researche and grant approvals and dissaprovals for all Information Technology Purchase Requests (ITPR) to ensure compliance with DOD and DON procurement restrictions. You will coordinate with the Navy Electronic Spillage center and Code 105 personnel to ensure spillages are documented, reported, and resolved in a timely manner to protect Navy information.

  • This is a Cyberspace Workforce position, work role code 722, proficiency level Advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11/12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating IT principles, concepts or methods to provide technical advice and recommendations on critical issues in support of information security, IT architecture and project management. This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: This position has been designated as a Cyber Workforce position in the DoD Cyber Workforce Framework (DCWF) role of (722) Information Systems Security Manager. proficiency level Advanced and, as a condition of employment, the incumbent of theposition is required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M-5239.2." (1) Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and (2) Participate in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M-5239.2. An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor.
