About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US CYBER COMMAND, FORT MEADE, MD.
Duties
Leads and advises on their efforts to develop, tailor, and apply complex analytical methodologies to validate customer inputs, and compare inputs to integrate and regularly refine recommendations for DOD cyber investments.
Lead and contribute expertise to the development and implementation of cyber capabilities that are mission-essential elements of the U.S. Cyber Command (USCYBERCOM) program portfolio.
Conveys findings and recommendation to USCYBERCOM leadership in formal and informal briefs, demonstrating optimization of the proposed program of activities and associated allocation of available resources.
Leads and coordinates the diverse range of efforts required to refine and update the Command’s understanding of cyberspace requirements and solutions analysis.
Provides leadership for direct-reporting and matrix team members’ critical assessment of resource utilization, schedule performance, compliance with JCIDS/CCIDS and other requirements documentation standards.
Makes use of program assessment findings to identify opportunities and make recommendations for continued refinement of the Directorate’s overall strategic plans to obtain and field mission-essential cyberspace analysis capabilities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Employee must pass screening for illegal drug use prior to appointment and subsequent periodic drug screening thereafter.
- This position may require temporary duty (TDY) travel up to 20% of the time.
- The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
- The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.

Specialized experience would be demonstrated by handling the development and analysis of cyberspace capability requirements; recommending strategic plans for mission-essential cyberspace analysis capabilities; leading or overseeing a team that assesses information related to a cyberspace program.
