About the Position: Serves as the Headquarters Installation Management Command (IMCOM) Recruitment and Placement (R&P)/ Classification Human Resources (HR) Program Manager, Fort Sam Houston, Texas.
Duties
Responsible for the development, execution, evaluation, and oversight of the HR Recruitment and Placement/Classification program for IMCOM Headquarters, IMCOM Directorates (IDs), and Army Garrisons world-wide.
Initiates special studies, pilot programs, and other appropriate actions to establish and maintain an effective HR management program.
Provides technical advice and guidance on all aspects of civilian HR staffing/position management to the HQs and subordinate directorate offices.
Act for the Director of Human Resources when dealing with higher authorities and other government agencies in discussions and presentations.
Formulates IMCOM policies and guidelines; reviews existing and new proposed Recruitment and Placement/Classification business practices; and recommends changes to ensure continuous improvement in HR program management.

Specialized Experience: One year of specialized experience at the GS-13 grade level in the Federal service which includes the development, execution, evaluation, and oversight of the civilian HR programs in the areas of recruitment and placement and position management/classification at the headquarters, directorate and garrison level. Performing recruitment and placement tasks which may involve: employment policy, authorities, and programs (i.e., traditional hiring process, non-competitive hiring authorities, direct hire authorities), workforce shaping (i.e., reduction-in-force, VERA/Impactions, DoD Priority Placement Program and other outplacement programs), OCONUS employment programs: overseas tour management, benefits, and entitlements; hiring incentives and flexibilities (i.e. 3Rs, student loan repayment program, SQA/AIH, advanced leave accrual) and other employment systems and/or programs (i.e., DCIPS, excepted service, 180-day waivers of retirees); and pay and compensation.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
