Duties

PRIMARY PURPOSE: To serve as Headquarters, Air Forces Space (AFSPACE) Senior Exercise Program Specialist for Human Space Flight Support (HSFS), Joint, and Combined exercises and events; plan, organize, and determine necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of AFSPACE exercise programs and events. DUTIES: Responsible for the development of Major Command (MAJCOM)-level concepts and plans for all aspects of exercise and wargames for AFSPACE (i.e. APOLLO GRIFFIN and AFSPACE Human Space Flight Support (HSFS)), as well as the planning, management and execution of Joint Staff, USNORTHCOM and NORAD, other service components exercises as required. Maintains and executes the exercise planning schedule for the Commands' required participation in USSPACECOM Tier 1-3 designated and linked exercises and wargames, to include scheduling conferences, meetings, in-progress reviews, and secure video teleconferences as required. As the AFSPACE Program Specialist and Team Leader for HSFS, Joint, and Combined exercises and events, acts as the key exercise and domain exercise observer and controller, managing and directing, up to 50, co-located and geographically dispersed personnel during AFSPACE and USSPACECOM exercises and other supported Joint and Combined exercises.

  • Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI).
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.

Qualifications

CONDITIONS OF EMPLOYMENT (CONTINUED): This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. QUALIFICATIONS: In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include thorough knowledge and understanding of the current missions, capabilities, organization and operations of combatant commands, the military services to include US Coast Guard, the National Guard, the Reserve Forces, and Civil Air Patrol is required at the expert or master level; comprehensive knowledge of local, state, and federal agencies organization, structure and plans as related to homeland defense, crisis management, as well as a master level understanding of highly classified global campaign, warfighting concepts, and operational plans; thorough knowledge of current military and space law, joint doctrine, joint plans, regulations, policies, and practices; knowledge to plan, schedule, and conduct projects and studies; comprehensive knowledge of military All-domain (e.g. air, land, maritime, cyber, space) and Multi-functional (e.g. integrated air and missile defense, defensive cyber operations, etc.) concepts and principles; DoD military command and control operations, to include command and control of air, land, maritime, cyber, and space forces; geographical areas of responsibility as pertaining to the Combatant Commands; air, land, maritime, cyber, and space combat operations at both the operational and strategic levels of war; homeland defense mission concepts and authorities; knowledge of the Joint Training System and the policy and procedures governing the planning and execution of CJCS-sponsored/JEP-designated exercises and wargames for training identification; knowledge of homeland defense activities, operations and exercises as used by DoD, the Joint Staff, other Combatant Commands, the Services, and Combat Support Agencies for scenario development; and thorough knowledge of current DoD, multinational, allied and potential adversary level policy, plans, and strategies for exercise development. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the functions, goals, objectives, and work processes pertinent to conducting MAJCOM, CCMD, and Bi-national Command training exercises. Knowledge of crisis response processes and command and control systems for exercise scenario development. Knowledge of current military and space law, national strategy, national response framework, joint plans, policies, plans and guidance for geographic command's use of space assets and doctrine development. Knowledge of foreign disclosure, security policies, and procedures to make informed decisions regarding what can be shared and to facilitate effective collaboration with international partners while safeguarding critical data. Skill in the management of detailed planning and execution of multiple exercises, as well as the ability to propose solutions to challenging management problems. Skill in applying Joint Training System concepts to design, develop, and execute MAJCOM, multi-CCMD, globally integrated, Command Post and Field Training exercises (FTX/CPX) providing opportunities for identified training audiences to achieve approved exercise and training objectives and create strategic effects. Ability to communicate effectively, both orally and in writing; and maintains good working relations to achieve organizational success. Ability to advocate for exercise concepts and effectively engage in negotiations on complex issues. This includes negotiating and defending findings and planning support concepts with strong persuasive skills. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
