Duties

The primary purpose of this position is: To serve as Deputy Director, 1 AF (CONR-AFNORTH) Exercises, Assessments, Modelling and Simulation (A9) Directorate in a Component Numbered Air Force (C-NAF) Warfighting Headquarters (WFHQ), functioning as the service component supporting North American Aerospace Defense (NORAD) and Unites States Northern Command (USNORTHCOM) Combatant Command (COCOM), and directly supporting Continental United States (CONUS) NORAD Region (CONR); sharing with the Director the full scope of responsibility for directing the activities of the Directorate and, in the Director's absence, possesses the same authority and prerogatives to direct Exercises, Assessments, Modelling and Simulation events/operations. Duties: Plans, organizes, and directs the activities of AFNORTH A9 ensuring that the Exercise, Assessments, Lessons Learned and Modelling and Simulation Programs comply with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Assists the Director of A9 Exercises, Assessments and Modelling and Simulation, as the two most senior Exercise representatives managing and directing a dynamic array of over 140 Exercises per year. Represents AFNORTH with a variety of installation and functional area organizations. Serves as the command focal point regarding Joint Exercises as the Joint Exercise Program Manager. Plans, organizes and leads or participates in ad hoc studies, special studies and projects. Provides research, analysis, initiatives and evaluations.

  • Overtime may be required as workload demands
  • The incumbent is subject to short or no-notice recall to duty for emergency situations or exercise
  • Performs other related duties as assigned
  • This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations

Qualifications

Conditions of Employment: (cont'd) This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to- function effectively. Unless an alternate can be designated to perform the duties of this position during wartime, the incumbent of this "Key" position must be screened from military recall status. This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. The employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of military participation in the Chairman Joint Chiefs of Staff (CJCS) and joint exercise program, COCOM exercise program, Command exercise program, and scheduling process and Command exercise development and execution processes as well as ability to integrate Command exercises, sister service exercise and joint exercises; and Knowledge of Command, COCOM and military policies, programs, goals and objectives as they relate to the Command participation in various exercise programs including command and control and operational concepts with particular emphasis on Homeland Defense Operations and Defense Support to Civil Authorities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Air Force participation in the Chairman Joint Chiefs of Staff (CJCS) and joint exercise program, NORAD-NORTHCOM exercise program, AFNORTH exercise program, and scheduling process and AFNORTH exercise development and execution processes as well as ability to integrate AFNORTH exercises, sister service exercise and joint exercises. Knowledge of AFNORTH, NORAD-NORTHCOM and Air Force policies, programs, goals and objectives as they relate to the AFNORTH participation in various exercise programs including command and control and operational concepts with particular emphasis on Homeland Defense Operations and Defense Support to Civil Authorities. Skill in evaluating the overall exercise program to increase effectiveness and implementation of quality programs. Ability to communicate effectively, both orally and in writing, to prepare and present briefings, coordinate planning efforts and exercise program activities while identifying solutions to problems or questions from subordinate units. Ability to develop improvements in new work methods and procedures. Ability to understand and further management goals. Ability to plan, organize, and direct the functions and staff of a medium sized organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
