The primary purpose of this position is to serve as a Plans and Policy Analyst for the CONR-1AF (AFNORTH & AFSPACE ) Commander's Action Group (CAG).
Duties
Drafts strategic plans, policies, and guidance on behalf of the 1AF (AFNORTH) Commander.
Facilitates strategic communication for the Commander, Deputy Command (x3) and Command Chief for strategic principles and models for coordination, integration, and deployment of policies, initiatives, and programs that span the spectrum from Strategic Planning to Tactical Execution.
Informs Commander Strategic Engagements and facilitates critical communication and cooperation with Department of Defense, NORAD/NORTHCOM, USSPACECOM, ACC, National Guard Bureau (NGB), Canadian Region (CANR), Alaska Region (ANR), Western Air Defense Sector (WADS), Eastern Air Defense Sector (EADS), in his role as the 1AF (AFNORTH/AFSPACE) Commander, NORAD Combined Forces Air Component Command (CFACC), Commander, Air Force Forces (COMAFFOR) and Continental Region (CONR) Commander on top priority Department of Defense programs of interest to the 1AF (AFNORTH) Enterprise.
Researches and correlates data on the impact of strategy, policy initiatives, reviews and proposed program changes by Congress, Office of Secretary of Defense, the Joint Staff, NORAD/NORTHCOM, USSPACECOM, HAF, and the States Adjutants General.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

- Must obtain and maintain a Top Secret Clearance.
- This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. The incumbent is subject to random testing for drug use.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Administrative and Management Positions, 0301 Series.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: Applying NORAD/NORTHCOM, USSPACECOM, HQ USAF, HQ ANG, HQ AFRC, and ACC functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the subordinate organizations; Application of qualitative and quantitative state-of-the art analytical and evaluation methods and techniques for developing management control systems, improvement complex business processes and assessing program effectiveness; Involvement with DoD Planning, Programming, Budgeting and Execution System (PPBES) and various budget formulation process, policies, procedures and regulations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of NORAD/NORTHCOM, USSPACECOM, HQ USAF, HQ ANG, HQ AFRC, and ACC functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the subordinate organizations.
Comprehensive knowledge of the missions, roles, functions, organizational structures, operations that govern and interface with NORAD/NORTHCOM, USSPACECOM, HQ USAF, HQ ANG, HQ AFRC, and ACC customer requirements for identification of strategic and long range management planning issues.
Knowledge of wide range of qualitative and quantitative state-of-the-art analytical and evaluation methods and techniques for developing management control systems, improving complex business processes and assessing program effectiveness.
Knowledge and understanding of the DoD Planning, Programming, Budgeting and Execution System (PPES) and various budget formulation process, policies, procedures and regulations.5.Skill in establishing and maintaining effective working relationships.
A high degree of written and verbal communication skills to effectively communicate with all levels of staff including senior level leadership within and outside the DOD.
Ability to gather facts and use effective analytical and evaluative methods to accurately assess information and make sound decisions.
Ability to communicate effectively, both orally and in writing, using a high degree of tact and diplomacy, to prepare and present surveys, reports, proposals, and press releases.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
