The primary purpose of this position is to provide military operational expertise in planning, developing, exercising, training, and testing Air Force and Joint compartmented capabilities; and to build Air Force portions of joint war, mobilization, and contingency plans designed to project air power world wide.
Duties
Plans, organizes, and directs the activities of the Special Programs Office, ensuring that the Advanced Programs Office complies with legal and regulatory requirements and meets customer needs.
Exercise s supervisory personnel management responsibilities.
Represents the C-NAF with a variety of installation and functional area organizations.
Exercises program management responsibilities for Air Force Special Access Programs.

- Position is designated special-sensitive and requires eligibility for access to Top Secret, Special Access Programs, Sensitive Compartmented Information (SCI) to fully perform the duties and responsibilities of this position.
- A non- disclosure agreement must be signed. A favorable suitability determination is required before appointment.
- Employee must be able to obtain and maintain a Top-Secret security clearance based on SSBI and eligibility for Sensitive Compartmental Information (SCI) and Special Access Program (SAP).
- Additional program security requirements include requirement to take a random counter-intelligence polygraph and submit to background checks as a condition of employment and/or continued access to the SAP.
- Must pass initial pre-employment drug testing and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- May occasionally be required to work other than normal duty hours, and/or shift work may be required which may include overtime and/or irregular hours.
- Overtime may be required as workload demands and in some cases with no-notice due to urgency of time sensitive matters. Periodic shift work may be required.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Key Position - Duties are essential to the accomplishment of wartime/contingency operations. Incumbent must be removed from their military recall status if alternative for filling of the position during an emergency are not available.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include: (1) strategic planning for major operations such as war, mobilization, deployment, PPBS and joint exercises; (2) establishing or revising policies, procedures, objectives, and organizational design to eliminate work problems or barriers to mission accomplishment; (3) directing the work efforts of others to accomplish organizational objectives.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth knowledge of long-range doctrine, joint vision, and strategic planning goals and objectives and of command level plans and programs for conducting major operations such as war, mobilization, deployment, PPBS, exercise. Integrated Joint Special Technical Operations (IJSTO), acquisitions, special operations, rescue, Information Operations, Cyber Operations, or similar operations.
2. In-depth knowledge of the application of Air Force military rated aviator (e.g., air battle manager, pilot, or navigator) expertise as it applies to assigned programs and assigned weapons systems; Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
3. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, PPBS, exercise. Integrated Joint Special Technical Operations, acquisitions, special operations, rescue, Information Operations, Information Security, Cyberspace Operations, or similar operations.
4. Knowledge of the mission, roles, functions, organizational structures, and operation of agency organizations to provide input to CONR-1 AF (AFSPACE & AFNORTH), Combatant Commands, MAJCOMs, and HHQs
5. Knowledge of safety and security regulations, practices, and procedures.
6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
