The primary purpose of this position is: To serve as CONR-1 AF (AFNORTH & AFSPACE) senior program analyst for the Special Access Programs Office.
Duties
Develops goals and objectives that integrate organization and special Technical Operations Branch objectives. Researches, interprets, analyzes and applies Chairman Joint Chiefs of Staff Instructions, Air Force Instructions, ACC Directives, USNORTHCOM, and USSPACECOM Instructions guidelines and policies as they apply to Special Technical Operations and compartmented programs.
Directs all aspects of the Command's STO Functions, activities, planning, programming, and budgeting responsibilities.
Keeps the command leadership apprised of STO policies, directives, and issues from a national to local, military and civilian perspective; ensure CONR-1AF (AFNORTH & AFSPACE) is appropriately engaged in STO activities and dialogue with USAF, USNORTHCOM and USSPACECOM; ensures AF reserve, guard, subordinate Wing/Groups and units are adequately prepared to meet their STO tasking per JCS CONPLAN operations.
Research, identify, assess; and document CONR-1AF (AFNORTH & AFSPACE) STO-related deficiencies, requirements, solutions, and issues; represent, advocate, and support the Command's STO interests and needs within the modernization planning process.
Sets and adjusts priorities based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs.
Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives.
Supports efforts associated with CONR-1AF (AFNORTH & AFSPACE) research and development, operations, and operations support, developmental and operational testing and evaluation, operational exercises, mission planning, crisis response planning and execution, course of action development and execution, and contingency and post crisis activities in support of STO, and Special Programs. Plans, coordinates, and supervises execution of STO crisis response planning and exercise conferences throughout the planning process.
Supports and integrates improved technological methodologies in briefings and other related tasks for STO meetings and STO conferences, including summaries and analysis of results.
Provides guidance, assistance, and training to CONR-1AF (AFNORTH & AFSPACE) and unit planners and their staffs to ensure continuity of effort and the orderly management and execution of the operations support functions.
Assesses all pertinent issues found during STO planning, strategy concepts, and other information relative to development of CONR-1AF (AFNORTH & AFSPACE) STO crisis response planning and exercise programs in each theater area.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Overtime may be required as workload demands and in some cases with no-notice due to urgency of time sensitive matters. Periodic shift work may be required.
- Rated Air Force aviator experience (e.g., electronic warfare officer, navigator, pilot) is highly desired.
- Employee will be required to report all foreign travel and contact with foreigners while in this position.
- Department of Defense certification, Security Fundamentals Professional Certification and Security Asset Protection Professional Certification (SAPPC)
- Conferral is required within 2 years of the established employee EOD/initial assignment date to this position Accordance with DoD 3305.13-M, DoD Security Accreditation and Certification.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes (1) Comprehensive knowledge of long-range doctrine, joint vision, and strategic planning goals and objectives and of command level plans and programs for conducting major operations such as war, mobilization, deployment, PPBS, exercise. Integrated Joint Special Technical Operations (IJSTO), acquisitions, special operations, rescue, Information Operations, Cyber Operations, or similar operations; (2) Knowledge of the application of military rated aviator (e.g., air battle manager, pilot, or navigator) expertise as it applies to assigned programs and assigned weapons systems;(3) utilizing command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of long-range doctrine, joint vision, and strategic planning goals and objectives and of command level plans and programs for conducting major operations such as war, mobilization, deployment, PPBS, exercise. Integrated Joint Special Technical Operations (IJSTO), acquisitions, special operations, rescue, Information Operations, Cyber Operations, or similar operations.
2. Knowledge of the application of Air Force military rated aviator (e.g., air battle manager, pilot, or navigator) expertise as it applies to assigned programs and assigned weapons systems; Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
3. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, PPBS, exercise. Integrated Joint Special Technical Operations, acquisitions, special operations, rescue, Information Operations, Information Security, Cyberspace Operations, or similar operations. Skill in designing and conducting comprehensive studies, and developing solutions to broad, important, and service command operational and contingency areas; and applying complex security concepts and principles to meet mission requirements and improve security of STO/SAP programs.
4. Knowledge of the mission, roles, functions, organizational structures, and operation of agency organizations to provide input to CONR-1 AF (AFNORTH & AFSPACE), Combatant Commands, MAJCOMs, and HHQs.
5. Knowledge of safety and security regulations, practices, and procedures. Ability to communicate effectively, both orally and in writing.
6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
