This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Direct Support Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Capability Development Specialist for the Futures and Concepts Center (FCC), Mission Command CDID Battle Lab Division.
DE-03 pay band includes GS-12 Step 1 to GS-13 Step 10
Duties
Applies analytical and evaluative methods and techniques to issues or
studies concerning mission command projects to perform complex capability development efforts and/or to complete in-depth capability developments projects.
Adapts analytical techniques and evaluation criteria for application to particular mission command problems.
Advises principal staff, Department of Defense (DoD), other Army elements, joint force partners, industry, and academia on requirements, CBA/TBA, and Concept to Capability Integration on program status and requirements.
Conducts independent research to validate operational voids, discern changes in threat, changes in materiel, equipment, organizational components and/or requirements.
Requirements
- Must be able to obtain and maintain a Secret security clearance.
- A three year probationary period may be required.
- Business Travel/TDY up to 25% of the time.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
SPECIALIZED EXPERIENCE: One year of specialized experience which includes equivalent to the DE-02 (GS-11) grade level or higher in the Federal service which includes: 1) planning, developing and organizing complex capability development projects related to battle command/command and control and 2) developing and implementing strategic plans and initiatives to identify capability gaps. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-02/GS-11).
