This position is located in the Veterans Cemetery Grants Program (VCGP), National Cemetery Administration(NCA). The position serves as a Grants Management Specialist , providing evaluative studies, advice and support to the Director and Deputy Director on a wide variety of financial assistance actions for NCA programs and activities as it relates to the states and tribal governments.
Duties
The Grants Management Specialist, Veterans Cemetery Grants Program is responsible for providing detailed guidance and assistance for improving, expanding and upgrading the quality of existing grantee programs. This includes managing the program, evaluating operational procedures for effectiveness and making appropriate recommendations and adjustments where authorized to accommodate program changes and initiate improvements
Provides full grant lifecycle, oversight management, financial reporting and records management, and subject matter expertise for the VCGP discretionary grant program. Skill spans all activities from preaward, award, grant performance monitoring, and closeout, as well as auditing and maintenance for active appropriations. Provides detailed guidance and assistance to State and Tribal Leadership in relation to grants and associated polices and requirements.
Responsible for assisting in the programmatic and fiscal oversight, planning, development implementation, and assessment of grant programs for the benefit of the agency. Identifies deficiencies and takes action to remedy those deficiencies.
Serves as the liaison between the State and Tribal Governments, VA Service Directors, and other agencies as it relates to the Veterans Cemetery Grants Program. Serves in same capacity, as well as to officials within the Department of Veterans Affairs and other Federal agencies as necessary to conduct the daily operations of the office. Advises the Director and Deputy Director as to potential issues and develops courses of action.
Provides expert level advice and reviews all directives and regulations and policy statements for signature or concurrence of Director or Deputy Director. Independently resolves issues and discrepancies and assures that the Director's or Deputy Director's views are reflected in issuances. Recommends final action to the Director and Deputy Director.
Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

Qualifications
To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 11/27/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning and development of the business operations of grant programs; extensive knowledge of policy, guidance, and monitoring of grant funded programs; monitoring and records program execution and development; serving as a subject matter expert in the above areas providing consultation, guidance, and direction to grant recipients and/or staff and leadership.

Physical Requirements: The work is primarily sedentary, with infrequent periods of walking and bending, carrying light items. The incumbent must be able to perform oral and written communications. The work may include travel throughout the nation in coordination with the needs of the program.
