About the Position: Announcement will be used to fill three Supervisory Program Officer, NH-0340-04, positions with the JPEO-CBRND. Selected applicants will be assigned to the Joint Project Manager for CBRN Sensors (JPM CBRN SEN). The NH-04 pay band encompasses grades 14 and 15 under the General Schedule (GS) system. This position is eligible for supervisor differential as outlined in the DoD AcqDemo Operating Guide.

Duties

Develop procedures relating to the financial management, acquisition strategy, and logistical support services required by the project. Performs contract administration by overseeing Requests for Proposal, conducting contractor programs reviews, approving data items and engineering change proposals. Review and/or develop regulatory documentation specific to the assigned project and recommend appropriate actions for leadership approval. Interfaces with stakeholders from Department of Defense (DoD), Department of Army (DA), Program Executive Office (PEO) Staff, and private industry to ensure the program meets cost, schedule, and performance goals. Performs the full range of administrative and technical supervisory duties for a team of assigned civilian (core and matrix), military, and contractor support personnel. Develops work standards and facilitates collaboration and cooperation amongst team members for the accomplishment of organizational objectives. Projects major project milestones and manages the tasks necessary to support milestone decisions. Briefs senior management at the DoD, Department of Army, and Program Executive Office Headquarters level on the status of the assigned programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at the Practitioner level in the Acquisition Career Field Program Management within 60 months of entrance on duty.
  • The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
  • Business travel required up to 25% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • One year supervisory probationary period may be required.
  • This position is a Critical Acquisition Position (CAP) and requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.

Qualifications

This position is subject to a salary control point established in the JPEO-CBRND Acquisition Demo Business Rules. This control point limits salary to a max of $181,216 (GS-14, step 10).
