About the Position: Serves as the Recovered Chemical Material Director for the assigned program reporting directly to the Director Chemical Material Activity (CMA). This position is located in Aberdeen Proving Ground, Maryland.

Duties

Exercise control over multi-million-dollar annual project budgets executed in several locations of the United States. Provide overall direction and guidance for the development, acquisition, testing, product improvements, fielding, and sustainment of the project. Coordinate, integrate, lead, and directly control the efforts associated with the assigned program. Oversee cost estimating, planning, programming, budgeting, program integration, interoperability, and oversight. Communicate effectively in writing and person-to-person with various levels of technical, professional, management and administrative personnel. Review existing systems to determine interrelationships, duplication or overlap, adequacy, possibility of simplification, and improvements required; recommends necessary corrective action. Obtain and commit resources and assure compliance with established policy and regulations. Develop project schedules ensuring the maximum utilization of available manpower and fiscal resources. Plan, direct, and control aspects of the project unique to disposal of chemical material, compliance with chemical weapons convention treaty; within budgetary guidelines. Develop the program implementation plan and program baseline for assigned projects in accordance with Army policies and procedures. Evaluate the effectiveness of utilization of resources and redirect effort by revising priorities, changing emphasis, and transferring resources between projects as necessary to ensure efficient and economical management. Coordinate with high ranking civilian and military managers within DoD, DA, Congressional Staff, and major commands/organizations in both Army, OSD, other services and international organizations. Provide direction on matters involving strategic planning and program management. Provide guidance on personnel administration and budgeting. Provide advice on technical issues affecting operations and program accomplishment. Determine the feasibility of work plans developed by subordinate supervisors to meet the organization's mission. Assign work, determine staffing needs, assure economical utilization, and effectively manage position structure. Develop comprehensive training programs to assure availability of technical or managerial expertise. Review and approve selections, promotions, and reassignments of personnel. Approve leave schedules, evaluate employee performance, sets standard and initiate recognition (awards) and disciplinary action for personnel.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
