This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Program Manager (Deputy Product Manager Acquisition) position is assigned to the Program Executive Office, Command Control Communications-Tactical Network (PEO C3T), PDM HMS, located in Aberdeen Proving Ground, MD.
Duties
Manages all aspects of acquisition to include development, testing, system integration, production, fielding, sustainment and product improvements with a multi-million dollar annual budget.
Leads and coordinates the combined efforts of the Army industrial team in expediting assigned program responsibilities.
Manages a government team consisting of assigned civilian and military personnel, matrix and support civilian and military personnel, and the efforts of principal contractor teams.
Conducts briefings at all echelons of the OSD, HQDA, and if required, Congress.
Performs the full range of administrative and technical supervisory duties.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for Advanced certification in the Acquisition Career Field Program Management within 48 months of entrance on duty.
- This position may require a mobility or rotation agreement as a condition of employment.
- Business travel required up to 50% of the time.
- Selectee must be able to obtain and maintain a Secret security clearance.
- One year supervisory probationary period may be required.
- This position requires submission of the Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.

Specialized Experience: One year of specialized experience equivalent to the NH-03/GS-13 level in the federal service which includes:
I have one year of specialized experience equivalent to the NH-03/ GS-13 grade level or equivalent pay band in the Federal service that includes: 1) Managing cost, schedule, performance and supportability of projects, programs and products as they transition through the acquisition life cycle; 2) Identifying and resolving complex issues related to the functional resources for an organization; and, 3) Leading an organization to ensure all objectives are met within an acquisition program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent.
